The "underground city" is nowhere near as labyrinthine as the name might lead you to hope. In fact, the streets were the first thing to be raised to their present-day level, so each underground block is completely cut off from all the others, unless you return to the surface to cross the street.
However, within each block there are still many tantalizing "off limits" internal areas.
